The draft plan makes Waterbrooke one of its 10 “opportunity sites.” Its study shows “a fully mixed-use neighborhood”: a retail street extending Hooks Street, a new connection to State Road 50, a community center, a large park with sports courts and a small hotel facing the lake. These are proposals in a draft still under public review on the city’s comprehensive plan update page, not approved projects.
